NST Committee Internal Regulations
Name
Article 1: The name of this committee will be the NST Committee (hereinafter referred to as "the Committee") of the Japanese Society for Clinical Nutrition and Metabolism.
Application
Article 2: The Committee will operate in accordance with Japanese Society for Clinical Nutrition and Metabolism (hereinafter referred to as the "the Society") Committee Rules (Articles of Incorporation, Chapter 6, Article 35, and Bylaws for the Articles of Incorporation, Chapter 9, Article 25), as well as these Internal Regulations.
Objective
Article 3: The objective is for the Committee to promote, as well as guarantee and improve the quality of, Nutrition Support Teams (NSTs), and promote the implementation of appropriate nutrition management and nutrition therapy at medical institutions throughout Japan.
Activities
Article 4: The Committee will consider and take actions necessary to achieve the objective stated in the preceding article.
Committee Composition
Article 5:
1. The Committee will consist of a chairperson and members.
2. The Committee chairperson will represent the Committee and exercise general control over Committee duties.
3. The Committee chairperson may appoint a vice chairperson from among the Committee's members.
4. The Committee vice chairperson will assist the chairperson, and act for the chairperson in the event of an accident or vacancy.
5. Together with the chairperson, Committee members will organize the Committee and perform its duties.
Appointment of Committee Members
Article 6: The Committee's members will be appointed by the Committee chairperson.
Convening
Article 7:
1. The Committee chairperson will convene a meeting after the Committee has indicated the purpose (matters to be covered).
2. The chairperson will chair Committee meetings.
Significance
Article 8: The Committee will strive to (1) raise awareness of NST activities, (2) guarantee and improve quality, (3) promote and raise awareness of the implementation of proper nutrition management and nutrition therapy at medical institutions, (4) exchange information on NST activities and effectiveness, (5) reflect collected NST activity information into medical fees, and make recommendations, and (6) plan and sponsor presentations on the status and effectiveness of NST activities throughout Japan. The objective is also to (7) accumulate and analyze information and data on the positive effects and problems obtained at each institution, and (8) after understanding the data, examine trends for future NST promotion and development, and contribute to the dissemination of information throughout Japan.
Accreditation of NST Operation Institutions
Article 9: The Committee will accredit NST operation institutions (For details, see the NST Operation Institution Accreditation Regulations).
NST Forum Planning and Hosting
Article 10: The Committee will plan and host NST forums, for broadly disseminating information on the status and effectiveness of NST activities nationwide and serving as an indicator of future activities.
Committee Secretariat
Article 11: The Committee Secretariat will be established in accordance with Article 25 of the Bylaws for the Articles of Incorporation.
Quorum
Article 12:
1. The Committee may not hold a meeting unless a majority of the its current members are in attendance. However, members who submit a power of attorney in advance will be regarded as in attendance.
2. Matters of the Committee will be determined by a majority vote of the attendees, and in case of a tie vote, matters shall be decided by the chairperson.
3. Officers of the Society may attend Committee meetings and voice their opinions.
Other
Article 13: If other matters arise and are deemed necessary to accomplish the Committee's objectives, they will be discussed by the Committee and then implemented after they are submitted to the Board of Directors for deliberation.
Changes to Internal Regulations
Article 14: These Internal Regulations may be changed following discussion with the Society's Rules Committee, resolution of the Committee, and approval of the Board of Directors.
Supplementary Provisions
1. These Internal Regulations came into effect on December 20, 2013.
2. These Internal Regulations came into effect on February 26, 2014.
3. These Internal Regulations were revised and came into effect on February 11, 2015.
4. These Internal Regulations were revised and came into effect on February 24, 2016.
5. These Internal Regulations were revised and came into effect on February 22, 2017.

NST Operation Institution Accreditation Regulations
Chapter 1: General Provisions
Article 1: The NST Committee (hereinafter referred to as "the Committee") of the Japanese Society for Clinical Nutrition and Metabolism (hereinafter referred to as "the Society") will accredit NST operation institutions.
Article 2: Under this accreditation system, an institution that meets the prescribed conditions established by the Society and the Committee will be accredited as an NST operation institution.
Article 3: To achieve the objective of the preceding article, the Committee will stimulate NST activities in Japan and examine various systems for further enhancing nutrition therapy in Japan.
Chapter 2: Accreditation of NST Operation Institutions
Section 1: NST Operation Institution Accreditation Standards, Procedures, and Period
Article 4: Accreditation Period, Standards, and Method
The Committee will discuss the advisability of accrediting an institution that meets the standards indicated below, and will submit the results to the Board of Directors. If approval is granted by the Board of Directors, it will then be granted at the Ordinary General Meeting of Employees.
Article 5: Accreditation Date and Period
NST operation institution accreditation is performed once a year. The accreditation of accredited NST operation institutions will be renewed every five (5) years in accordance with the Japanese Society for Clinical Nutrition and Metabolism's "NST Operation Institution Accreditation Renewal Standards". Public calls for applications will be made in the Society's publication during the Society's fiscal year, and decisions based on deliberation results will be completed within the fiscal year. Decisions will be made at ordinary meetings of the Board of Directors during the academic meeting period, and accreditation decisions will be approved at Ordinary General Meetings of Employees.
Certificates of accreditation for NST operation institutions will be valid for five (5) years from April 1 after the Ordinary General Meeting of Employees.
Section 2: Qualifications of Institutions Applying for NST Operation Accreditation and Obligation to Report
Article 6: Team Registration
1. A Nutrition Support Team (NST) is established and operated with the approval of the institution director.
2. At least one (1) physician who attends the physician educational seminars hosted or co-hosted by the Society (including TNT workshops and Japan Hospital Association's nutrition management seminars for physicians, dentists, and medical Staff) is a full-time NST staff member.
3. Of the physicians and medical staff, those from at least three (3) different occupations participate. A physician's participation is required.
4. One representative and at least one core staff member are members of the Society. The representative is a physician, while the core staff can be from any occupation.
5. The aforementioned registrants cannot concurrently serve at multiple institutions.
6. It does not matter whether the institution is an acute care hospital, chronic care hospital, long-term care institution, or other category.
Article 7: Qualifications for Receiving NST Operation Accreditation
To apply for new or renewal of NST operation institution accreditation, an institution must meet all of the qualifications listed below.
1. Standards for new institution accreditation
1) NST operation and activities are performed with institution director approval.
2) NST Hospital Rules (Team Rules/Committee Rules) exist.
3) A physician participates as an activity member.
4) Medical staff participants are from at least three (3) different occupations, such as registered nurses, pharmacists, registered dietitians, clinical laboratory technicians, radiologic technologists, and dental hygienists.
5) At least one (1) physician who attends the NST physician educational seminars hosted or co-hosted by the Society (including TNT workshops and Japan Hospital Association's nutrition management seminars for physicians, dentists, and medical staff) is an NST staff member.
6) The NST performs at least ten (10) nutrition assessments each week.
7) The NST regularly makes at least one (1) hospital round each week.
8) Review meetings are held following NST hospital rounds, and regular (at least weekly) NST case study meetings are held, including separately scheduled meetings.
9) NST support records (containing records of nutrition assessments, review details, multidisciplinary participation, and regular hospital rounds) are created. 10) NST study meetings (study sessions and lectures aimed at training and raising awareness of all personnel) are regularly held.
11) Consultation support is provided as needed.
2. Standards for renewal of institution accreditation
1) NST operation and activities are performed with institution director approval.
2) NST Hospital Rules (Team Rules/Committee Rules) exist.
3) A physician participates as an activity member.
4) Medical staff participants are from at least three (3) different occupations, such as registered nurses, pharmacists, registered dietitians, clinical laboratory technicians, radiologic technologists, and dental hygienists.
5) At least one (1) physician who attends the NST physician educational seminars hosted or co-hosted by the Society (including TNT workshops and Japan Hospital Association's nutrition management seminars for physicians, dentists, and medical staff) is an NST staff member.
6) The NST performs at least ten (10) nutrition assessments each week.
7) The NST regularly makes at least one (1) hospital round each week.
8) Review meetings are held following NST hospital rounds, and regular (at least weekly) NST case study meetings are held, including separately scheduled meetings.
9) NST support records (containing records of nutrition assessments, review details, multidisciplinary participation, and regular hospital rounds) are created.
10) NST study meetings (study sessions and lectures aimed at training and raising awareness of all personnel) are regularly held.
11) Consultation support is provided as needed.
12) As records of participation in NST forums, two (2) participation certificates are submitted for the different fiscal years during the period from the operation accreditation date to the next renewal application. (A participation certificate can be for any NST member listed in the register. If a transfer occurred during the five-year period, separately attach an institution director's certificate indicating that fact. The method used to distribute participation certificates will be announced at academic meetings.)
Article 8: Reporting Obligations of NST Operation Institutions
Accredited NST operation institutions will have regular and as-needed reporting obligations as indicated below.
1. Regular continuous activity report
1) Authority at an accredited institution will be granted to one (1) representative physician and one (1) or two (2) core staff members.
2) The authorized persons will issue regular reports of the accredited institution's activities.
2. Institution information changes (as needed)
1) If an institution's information changes, the institution information must be promptly revised.
2) If an institution's name and location have changed due to institution reorganization, consolidation, or other change, it will be regarded as a different institution. In such a case, even if the institution's renewal period has not expired, its accreditation will be withdrawn and a new application must be submitted as a new institution.
3. Withdrawal of institution accreditation
1) If, for any reason, an institution wishes to withdraw NST operation institution accreditation, it must perform the procedures for that purpose.
2) If, after withdrawal, the institution again wishes to obtain NST operation institution accreditation, it must apply anew.
Article 9: How to Apply and Report
1. In principle, to complete the aforementioned procedures, use the specified entry form on the Society's website (https://www.jspen.or.jp/).
2. Download the documents that require submission, fill in the required information, and then submit the documents to the office below.

Article 10: Certificates of Accreditation and Fee
1. An accreditation certificate will be issued to institutions that pass the accreditation process.
2. The accreditation fee will be 10,000 yen.
3. A fee of 3,000 yen will be charged to reissue a certificate of accreditation.
Section 3: Loss of Qualification as Accredited NST Operation Institution
Article 11: Revocation of Accreditation
If an institution is involved in actions deemed improper for an accredited NST operation institution, the Committee and Board of Directors may vote to revoke the institution's NST operation institution accreditation, and may also discuss past accreditation period approvals.
Article 12: Retention and Disposal of Application Documents
Application documents used in NST operation accreditation contain personal information of institution staff and patients; therefore, the documents shall be kept in strict confidence at the secretariat until renewal has been completed and then shall be appropriately disposed of.
Chapter 3: Changes to Regulations, Establishment of Bylaws
Article 13: Revision of Regulations
These Regulations can be revised by resolutions of both the Committee and Board of Directors and approval at a General Meeting of Employees. Bylaws and guidelines will also be established according to the same procedures.
Article 14: Supplement
At present, these accredited institutions will be registered institutions of the Japan Council for Nutritional Therapy (hereinafter referred to as "JCNT"), a third-party organization, and 5,000 yen will be subsidized at the time of JCNT accreditation. Furthermore, with the future shift to direct registration to JCNT, accompanying rule changes shall be adjusted and approved by the Board of Directors.
Supplementary Provisions
1. These Regulations came into effect on December 20, 2013.
2. These Regulations were revised and came into effect on February 26, 2014.
3. These Regulations were revised and came into effect on February 11, 2015.
4. These Regulations were revised and came into effect on February 24, 2016.
5. These Regulations were revised and came into effect on February 22, 2017.
6. These Regulations were revised and came into effect on February 13, 2019.
Along with the Society's name change on January 1, 2020, portions of these Regulations containing the term "Japanese Society for Parenteral and Enteral Nutrition" were changed to "Japanese Society for Clinical Nutrition and Metabolism". All certificates of accreditation and certificates of completion issued after the February 2020 Ordinary General Meeting of Employees will be issued under the Society's new name. However, certificates of accreditation and certificates of completion issued in the past, whether before or after the name change, will be regarded as valid and belonging to the Society, and will not require special procedures to be taken for them.
